Verifique as permissões e a propriedade do arquivo /home/hduser/.ssh/authorized_keys
Deve ser -rw------- hduser hduser
Se não, você pode corrigir isso com
chown hduser:hduser ~hduser/.ssh/authorized_keys
chmod 0600 ~hduser/.ssh/authorized_keys
Em seguida, tente se conectar ao seu host local com
ssh -i /home/hduser/.ssh/id_rsa hduser@localhost
Se ainda assim não funcionar, verifique os seus registros de autenticação recentes da sua maneira favorita,
sudo tail /var/log/auth.log
sudo cat /var/log/auth.log
sudo less /var/log/auth.log
sudo grep "Authentication refused" /var/log/auth.log
...
Procure por algo assim e pesquise na mensagem de erro que você recebe

Verifique se, em /etc/ssh/sshd_config
, você tem as seguintes configurações:
PubkeyAuthentication yes
ChallengeResponseAuthentication no
UsePAM yes
AllowUsers YOUR_USER_NAME
