erro fatal de python: py_initialize: não é possível obter a codificação de localidade

Question

Eu instalei o ubuntu 16.04. Eu estou tentando lançar o terminal, não pode funcionar. Para isso eu abri o x-term e digite gnome-terminal e recebi o erro abaixo.

fatal python error: py_initialize: unable to get the locale encoding
ImportError: No module named "encoding"
