Eu tenho que usar o Windows para isso porque o aplicativo da web que estou trabalhando com apenas funciona no Internet Explorer, mas não no Windows 8.

FYI Estou executando o software de 64 bits em hardware de 64 bits.

Eu posso ver que você está tentando construir isso com o cygwin gcc e, na minha experiência, não há muita chance de funcionar. Você deve tentar o ruby + devkit do rubyinstaller.org, eu instalei o watir para o Win7x64 com sucesso antes.
