Eu não acho que haja uma maneira de fazer com que ele seja baixado e instalado automaticamente, sem que seja necessário reinicializá-lo (se nenhum usuário estiver logado), se necessário.

Sua melhor / única aposta pode ser Ativar o objeto de política "Configurar Atualizações Automáticas" e configurá-lo para "3" para que ele seja baixado automaticamente, mas não será instalado (e portanto não reinicializado) até que você o informe .
