Como os PPAs não têm um rastreador de bugs real e são muito mal conservados, imagino que gostaria de perguntar como corrigir isso aqui.
O pacote libvlccore9 no PPA vlc-master está tentando instalar o /usr/lib/x86_64-linux-gnu/libvlccore.so.9.0.0 que deveria ser instalado por libvlccore8 .
