O pacote apport_2.20.1-0ubuntu2.4_all.deb é o que causa problemas, você deve removê-lo sudo apt-get purge apport
Também python está jogando fora erros sobre o módulo configparser instalá-lo via pip install configparser
Eu tenho o seguinte problema:

O pacote apport_2.20.1-0ubuntu2.4_all.deb é o que causa problemas, você deve removê-lo sudo apt-get purge apport

Eu tive o mesmo problema hoje em um servidor LTS do Ubuntu 16.04.01. Depois de ler e pensar o que eu tinha feito no sistema, percebi que tinha a ver com o fato de ter mudado o python padrão para o Python3.5. Para mim, mudar o python de volta para 2.7, fazer o upgrade e voltar para o 3.5 funcionou.
Alterando o python padrão:

/usr/bin/python3

Faça seu dist-upgrade, provavelmente você precisa usar -f ou fazer o --force-remove dos comentários acima, se você já tentou com o python 3 ativo, como eu fiz.
Depois de ter uma instalação / atualização limpa, você pode mudar seu python de volta, se você precisar do python 3 como padrão:
