start on emit não está funcionando em upstart

Estou trabalhando para reiniciar o serviço, se estiver parado.

Eu estava procurando upstart para reiniciar o serviço. Eu encontrei algumas respostas .

Eu peguei apache2 service para testes. Eu mudei o código como abaixo.

Observação : emite uma mensagem usando initctl emit stopped-apache2

Em seguida, alterou apache2.conf para executar a operação de início neste evento.

start on stopped-apache2
stop on runlevel [016]

Quando eu paro o apache, recebo uma mensagem.

root@localhost:~# /etc/init.d/apache2 stop

Stopped.....2
. ok

Mas parece que não está executando start on stopped-apache2 .

Eu também reinicio o trabalho usando initctl restart apache2 .

Eu perdi alguma coisa?
