Por que o “apt-get autoremove” remove pacotes que ainda são usados por programas?

Eu principalmente instalo meu software via apt-get. De tempos a tempos, o apt-get diz-me para usar o autoremove para instalar "pacotes não utilizados". Mas ele remove, por exemplo, o webapps-common, que é usado pelo navegador ubuntu, o weppapps e a ferramenta unity-tweak. Por que o apt-get quer que eu o remova?

… usado por… não é uma dependência.

O navegador da web do Ubuntu é webbrowser-app e este pacote não depende de webapps-common , como você pode ver aqui:
