Descobri que o start.exe pode ser útil como uma ferramenta destinada a executar programas instalados. Então eu posso rodar o Word:

Skype

e até o Notepad ++
start notepad++ # located in "C:\Program Files (x86)\Notepad++\notepad++.exe"
Mas não funciona para vapor,

(Eu usei o Git Bash para mostrar isso porque o PowerShell parece encurtar essa longa variável quando eu executo o gci)
