Como por resposta do oerdnj aqui , há algo errado com sua configuração. Você deve não ativar a extensão em php.ini (por exemplo, você não deve descomentar a linha ;extension=php_mbstring.dll
, por exemplo).
Você deve instalar a extensão como sudo apt-get install php-mbstring
e deixar que ela seja ativada automaticamente.
Algo errado com sua configuração, mas se você tiver acesso root, basta instalar novamente as extensões ausentes. Para o PHP 7.0:
sudo apt-get install php7.0-intl
sudo apt-get install php7.0-soap
Note que a versão do seu Ubuntu pode ser necessária em alguns casos estranhos (você atualizou muito seus pacotes e precisa fazer o downgrade). Aqui um exemplo, mas veja a versão instalada primeiro!
sudo apt-get install php7.0-intl=7.0.22-0ubuntu0.16.04.1
sudo apt-get install php7.0-soap=7.0.22-0ubuntu0.16.04.1
