Eu tenho um laptop Windows 7 (uma Toshiba, se isso faz alguma diferença) conectado por WiFi ao meu roteador ISP, tudo é configurado automaticamente (IP e DNS, DHCP habilitado). Na maioria das vezes, funciona bem:

Alguma outra sugestão? Como eu disse, é um problema intermitente e a única solução que encontrei até agora é a reinicialização.

Esse 'erro intermitente' desagradável acontece comigo 'intermitentemente' também. Minha resolução consiste em: ter o Windows Network Center "resolver problemas", até que ele restaure meu adaptador WIFI. Isso, até agora, sempre corrige o problema, ainda que 'intermitentemente', não permanentemente. Por que vale a pena, apenas deixar você saber que não é o único.

Esse problema pode ter várias causas.

Do seu ipconfig / all eu posso ver que você recebeu um endereço IP de:

169.254.171.98

Isso geralmente significa Endereço IP particular automático (APIPA)

By default, when you connect your computer to network device your computer is set to obtain IP settings from DHCP server. If your computer is unable to locate DHCP server or your computer fail to start DHCP Client, then the APIPA service will assign itself a 169.x.x.x IP address.

Eu recomendaria tentar atualizar primeiro os drivers do adaptador sem fio. Certificando-se de que eles são compatíveis com a versão do Windows 7 em que você está. Eles podem ser encontrados aqui: link

Depois de verificar e atualizar, verifique se o erro ocorre novamente.
