Estou tentando ativar o intel_pstate no Ubuntu 14.04, mas não funciona, o pcc-cpufreq está em execução:
Processador: CPU Intel (R) Xeon (R) E5-2698 v4 @ 2.20GHz

driver: pcc-cpufreq
CPUs which run at the same hardware frequency: 0
CPUs which need to have their frequency coordinated by software: 0
maximum transition latency: 4294.55 ms.
hardware limits: 1.20 GHz - 2.20 GHz
available cpufreq governors: conservative, ondemand, userspace, powersave, performance, schedutil
current policy: frequency should be within 1.20 GHz and 2.20 GHz.
The governor "performance" may decide which speed to use
within this range.
current CPU frequency is 3.25 GHz.
