O relógio do Windows está lento

Meu relógio do Windows 7 está lento em 3 minutos, de acordo com o site e com o horário do meu telefone android.

Eu tentei sincronizar manualmente com o servidor da Internet e isso não corrige. Eu entrei em opções de data e hora, depois na guia de tempo da internet.

Ele disse

This computer is set to automatically sync with "time.windows.com"

Eu então acerto update agora e ele disse

An error occured while windows was synchronizing with time.windows.com. This operatin returned because the timeout period expired.

Ocorre o mesmo erro se eu mudar para time.nist.gov

Eu posso pingar com sucesso o time.nist.gov, mas não o time.windows.com
