Apache - Não serve diretório raiz

Question

Estou tentando impedir que o apache atenda ao diretório raiz, mas definir a negação de todos para <Directory /> também impede que o apache atenda / var / www / html. Mesmo que o acesso seja permitido para esse diretório na configuração. arquivo de configuração do Apache:
