HTTP / 1.1 401 Não autorizado ao usar o cliente e servidor PHP XML-RPC

Estou tentando acessar um servidor de API por meio de seu endereço IP por meio do protocolo PHP XML-RPC. Por que o servidor está dando esse erro?
