O PowerShell não será iniciado

Estou recebendo esta mensagem ao tentar executar o PowerShell

Version v4.0.30319 of the .NET Framework is not installed and it is required to
run version 3 of Windows PowerShell.

Eu tentei reparar o .NET Framework e tentei reinstalar o .NET , no entanto, a mensagem persiste. O que está causando esse problema?

Parece que o problema foi causado por uma chave de registro ausente, esse código cuidou disso
