Não é possível carregar o Windows 7

Question

Não consigo carregar nenhum arquivo do meu PC (não como anexos de e-mail, uploads de dropbox, etc ...)

Tudo estava bem há alguns dias, mas agora não consigo fazer upload de nada (por isso, também as páginas carregam devagar). Não me lembro de instalar novos programas.

Eu tentei desativar o Firewall, o antivírus NOD32, redefinir o roteador, etc ...
