True Crypt Error: Este arquivo do instalador não contém nenhum arquivo compactado

Quando tentei instalar o True Crypt clicando duas vezes em TrueCrypt Setup 7.1a.exe , recebi o seguinte erro

To create a self-extracting installation package (with embedded compressed files), run: "TrueCrypt Setup.exe" /p

Quando eu corri isso usando o Prompt de Comando

"TrueCrypt Setup.exe" /p

Eu recebi esta mensagem

TrueCrypt Setup The process cannot access the file because it is being used by another process. Cannot copy 'TrueCrypt Setup.exe' to the package

Como instalo o True Crypt no Windows XP?
