Eu também tive o problema, eu sou da Índia. Então, por padrão, os servidores da Índia foram selecionados. Eu mudei simplesmente indo ao menu "Sistema" e no submenu "Administração" selecionado "Fontes de software". Sua mudança servidor india para "principal" servidor não me ajudou.

Então cliquei na opção "other" em "Download from" e então cliquei no botão "select best server", que testou 350 servidores e selecionou os melhores servidores alcançáveis. Depois disso, sem erros, toda a minha atualização foi tão bem e rápida também.
