Erro: “O ordinal 459 não pôde ser localizado na biblioteca de links dinâmicos urlmon.dll”

Question

Quando inicializo o Windows 7, aparece o seguinte erro:

The ordinal 459 could not be located in the dynamic link library urlmon.dll

Não consigo usar o Google Talk, o VZOchat e alguns outros aplicativos.

Como posso resolver este problema?
