Eu vi o mesmo problema, e muitas resoluções apontando para adicionar o manipulador de tipos, mas isso era para o Apache.
Estou usando o Arch Linux, Nginx, PHP e PHP-FMP e não consigo descobrir por que os arquivos php estão sendo baixados em vez de serem executados.

Consegui resolver esse problema, mas o problema que tive parece ter sido relacionado ao fato de eu ainda ter a configuração do Apache no servidor, e alguma parte do Apache estava em conflito com a capacidade do Nginx de páginas php do servidor, mesmo que o Apache não estivesse em execução.
Se você tiver o mesmo problema, tente remover o Apache, o PHP e todos os módulos relacionados e reinstale o que você precisa.
Nota para adicionar:
Eu passei pelo mesmo acordo, mas depois de aplicar a correção, o ol 'ctrl + shift + r não foi bom o suficiente para atualizar o cache do navegador de que a página era um download -
Depois de apagar o cache mais completamente, funcionou como esperado.
