Resumindo: é uma atualização automática do mysql-server-5.7, que falha devido à nova estrutura dos arquivos de configuração. Você pode verificá-lo manualmente, tentando atualizá-lo:

sudo apt-get install mysql-server-5.7

Ele mostrará essa mensagem de erro:

Setting up mysql-server-5.7 (5.7.21-0ubuntu0.16.04.1) ...
update-alternatives: error: alternative path /etc/mysql/mysql.cnf doesn't exist
dpkg: error processing package mysql-server-5.7 (--configure):

Solução :

Copie o arquivo de configuração com o nome antigo:

cp my.cnf.fallback mysql.cnf
