Problemas com a configuração do snmpd no Ubuntu

Eu tenho as seguintes questões sobre a configuração do serviço snmpd no servidor Ubuntu 16.04 LTS:

Pergunta 1:

No /etc/snmp/snmpd.conf , há um fragmento de comentário:

#  SNMPv3 AUTHENTICATION
#
#  Note that these particular settings don't actually belong here.
#  They should be copied to the file /var/lib/snmp/snmpd.conf
#     and the passwords changed, before being uncommented in that file *only*.

Observe a They should be copied to the file /var/lib/snmp/snmpd.conf parte.

Mas no /var/lib/snmp/snmpd.conf , há outro trecho de comentário:

#          **** DO NOT EDIT THIS FILE ****
#
# STOP STOP STOP STOP STOP STOP STOP STOP STOP 
############################################################################

Então, devo criar usuário em /var/lib/snmp/snmpd.conf ou não?
