Você precisa dos arquivos de desenvolvimento. Eu aposto que eles são chamados de zeromq-devel ou algo desse tipo em distribuições baseadas em RPM.
Eu corri abaixo do comando shell, conforme o site do ZeroMQ, para instalar o PHP-ZMQ:
sudo pear channel-discover pear.zero.mq
sudo pecl install pear.zero.mq/zmq-beta

instalado via Yum

Então eu tenho libzmq
instalado, então não vejo porque PHP-ZMQ
está jogando erro na instalação.
Qual seria a causa disso?
Instalar o CZMQ via brew resolveu isso para mim.
