Consegui corrigir esse problema indo ao seguinte local em ADSIEDIT
Domínio > Configuração > Serviços
Clique com o botão direito em CN = Microsoft Exchange > Propriedades
Encontrou e removeu uma entrada incorreta do atributo GlobalAddressList1.
Eu tentei excluir uma Lista de Endereços Global por meio do Console de Gerenciamento do Exchange e do ADSIEDIT quando cometi um erro de digitação durante a criação.
Agora, quando tento criar uma nova GAL, recebo o seguinte erro

Em ADSIEDIT, apaguei (clique com o botão direito > delete) a GAL específica em config > Serviços > MS Exch > Contêiner da lista de endereços > Todas as listas de endereços globais.
O cmdlet do powershell get-gloabaladdresslist confirma que a GAL foi excluída.
DC está executando o 2008R2 Nível funcional do domínio também é 2008 R2 Troca é 2013
