dpkg -i nginx_1.9.15-1_amd64.deb

Não compile o nginx a menos que seja absolutamente necessário. No seu caso, existem duas possibilidades:

1. Use PPA da NGINX Mainline .

   Para usar o PPA, execute comandos:

   sudo apt-add-repository ppa:nginx/development
   sudo apt-get update
   sudo apt-get install nginx-extras
   

2. Desde o 1.9.11, o Nginx suporta módulos dinâmicos e eles têm nginx-module-perl .

   Para usar o repositório oficial do nginx, crie o arquivo /etc/apt/sources.list.d/nginx.list com as seguintes linhas ( wily é o codinome do Ubuntu 15.10):

   deb http://nginx.org/packages/mainline/ubuntu/ wily nginx
   deb-src http://nginx.org/packages/mainline/ubuntu/ wily nginx
   

   e execute comandos:

   wget -qO - http://nginx.org/keys/nginx_signing.key | sudo apt-key add -
   sudo apt-get update
   sudo apt-get install nginx nginx-module-perl
