FTP via vsftpd não funciona no Amazon EC2 Ubuntu 14.04

Estou tentando obter acesso FTP à minha instância do EC2. Eu corri através de alguns guias e ainda nada está me permitindo obter acesso através da porta 21. Eu abri as portas 20, 21, 22, 80, 1024-1028, 50000 - 51000 através do Amazon AWS Console. Esses dois últimos grupos foram para guias tentando ativar o modo passivo.

Não, o SFTP não funcionará para meu aplicativo nem nada que exija um par de chaves.

Eu criei um usuário (drupal-ftp) com uma pasta correspondente em / home / este é o usuário com o qual eu tento fazer login. drwxrwxrwx 2 drupal-ftp drupal-ftp 4096 Jun 27 20:12 drupal-ftp

Sempre que eu tento fazer o login via filezilla eu recebo: Falha na tentativa de conexão com "ECONNREFUSED - Conexão recusada pelo servidor".

Alguém tem alguma ideia do que está errado?

Recentemente eu acertei o mesmo problema, eu sei que o vsftpd funciona perfeitamente no centos 6.5. mas no Ubuntu 14.04 eu não posso iniciá-lo, não há tempo para mexer com ele, basta instalar o proftpd.
