Você tem duas diretivas Listen para a mesma combinação de endereço IP / porta. O segundo falhará e o Apache não poderá iniciar.

Além disso, você usou sudo para reiniciar o Apache?

Os erros de permissão me fazem pensar que você não fez isso.
