A solução foi que o svnserve estava sendo executado com -R
-R [--read-only] : force read only, overriding repository config file
Remover isso permitiu confirmar.
Eu tenho tentado configurar nosso servidor SVN para ser acessado pelo DAV SVN através do Apache e agora o protocolo SVN: // (para melhor desempenho)

Eu recebo este erro ao iniciar o processo svnserve;

Ainda consigo ler / retirar o repositório usando credenciais corretas do Active Directory (ele falha ao inserir as incorretas), acessado via svn://svn/test/
No entanto, quando eu me comprometo, o Tortoise SVN é exibido;
