O Ubuntu 9.10 está há muito tempo fora de suporte e os repositórios foram descontinuados; assim, os 404 estão vendo.

Você precisará alterar seus repositórios para http://old-releases.ubuntu.com/ubuntu/ no seu /etc/apt/sources.list - uma vez feito isso, eu recomendaria uma atualização para 10.04 (executar do-release-upgrade ) para obter uma versão suportada. Veja aqui para detalhes.
