windows server 2012 janela tcp sem escala

Eu tenho dois servidores do Windows 2012 que limitam a velocidade de conexão de 1 a 3mBps e parece estar relacionado ao escalonamento da janela tcp. Ambos os servidores têm essas configurações

Se eu definir a janela manualmente no iperf, posso maximizar a velocidade da porta do servidor.

Uma questão semelhante é com o meu outro servidor, que é o 2012 r2, que pode maximizar a largura de banda do meu PC doméstico especificando manualmente o tamanho da janela.

Eu tentei vários ajustes e ferramentas para corrigir isso, mas sem sucesso. A única maneira de contornar isso é usar um gerenciador de downloads que solicitará várias partes de uma só vez se eu quiser exceder o limite da janela tcp.

Definir manualmente os resultados de recepção / envio de janela em velocidades ligeiramente superiores, mas a janela só pode ser dimensionada para 200 kb de acordo com o wireshark link
