Centos 7 com libvirt, Kvm e balão consome 100% cpu em todas as versões do windows

O Windows funciona perfeitamente, mas o balão não funciona, depois de definir a memória mínima e máxima e ativar o serviço BLNSVR, o Windows começa a consumir 100% da CPU. Se colocar memória mínima e máxima igual ao consumo da CPU retorna ao normal e se manter a memória mínima diferente do máximo e desabilitar o serviço BLNSVR a CPU também retorna à operação normal. Testado no libvirt padrão e KVM do CentOs 7 e do Epel-release e versão alternativa libvirt 3.4 e QEMU 2.9. Meu Kernel é 3.10.0-514.26.2.el7.x86_64.
