Eu resolvi isso !!! Eu habilitei cgi no apache via sudo a2enmod cgi e agora funciona!
Eu tenho o Ubuntu Server 14.04.1 LTS instalado no meu computador servidor. Eu instalei o LAMP durante o processo de instalação e o phpmyadmin depois disso, que funciona sem nenhum problema. Então baixei o bugzilla-4.4.6 e o extraí em /usr/local/bugzilla-4.4.6 . Em /var/www/html/bugzilla criei o softlink para o diretório extraído:

Em seguida, reiniciei o servidor da web do apache:

A página de teste do Apache funciona sem problemas, mas se eu tentar obter a página do bugzilla com http://192.168.0.101/bugzilla , obtenho:

Eu também criei com sucesso o banco de dados do usuário e do mysql e atualizei localconfig e então executei sudo sudo ./checksetup.pl . Aqui está a saída:

O que eu perdi? 192.168.0.101 é o IP estático do servidor com o Ubuntu Server Software (na LAN). Agora, talvez haja problema de permissões, já que devo executar checksetup com o sudo? Ou é talvez o fato de que eu instalei todos os módulos perl e sempre que eu corro checksetup eu ainda tenho alguns módulos desinstalados e existem duas versões do perl no meu servidor ?! E por que não consigo encontrar o httpd.conf sob a instalação do apache para a configuração do virtualhosts? Aqui está também o arquivo error.log do apache:

Eu reiniciei o servidor via sudo reboot now e agora, se eu for para http://192.168.0.101/bugzilla/ , não obtenho mais not found error , mas a seguinte saída:
