SSH do servidor remoto, sem prompt do SSH

Question

Estou tentando abrir uma conexão SSH a partir de uma conexão remota do PowerShell. O que significa que o PC1 (Windows) se conecta com êxito ao PC2 (Windows) por meio do comando Enter-PSSession. Uma vez conectado, estou tentando SSH para PC3 (RHEL).

Depois de fazer a troca de chaves SSH entre o PC3 e o PC2, posso com êxito o SSH (sem passar) do PC2. Mas, ao tentar ssh do PC1 (usando o cenário acima) eu sou capaz de conectar, mas não estou recebendo o prompt do shell.

Eu já tentei os sinalizadores -T ou -tt, não ajudei. Além disso, o login root está ativado.

Eu também executo o comando ssh usando -vvv e obtive o seguinte (no final)
