O Windows Server 2012 R2 não está baixando as atualizações recomendadas

Tenho vários Windows Server 2012 R2 em execução no Azure (IaaS VM's). Realizamos manutenções mensais nesses servidores via Ansible, incluindo atualizações do Windows (atualizações críticas e recomendadas).

Isso funciona para mais de 90% dos nossos servidores, mas alguns servidores afirmam consistentemente que nunca têm nada para baixar / instalar:

• As atualizações são configuradas para serem manuais (para que possamos orquestrar as atualizações de download e reinicializações)
• outros servidores, executando as mesmas versões de software e tendo a mesma configuração fazer obter atualizações
• Executamos a limpeza do cache de atualização (removemos o conteúdo C: \ Windows \ SoftwareDistribution e reiniciou o serviço Windows Update), o problema continua.

Alguma ideia de como baixar essas atualizações recomendadas?

EDITAR - Parece que foi um problema do Azure, entrei em contato com o suporte, eles verificaram e conseguiram atualizar um dos servidores com falha ... e agora todos os servidores estão recebendo atualizações:

Você está usando seu próprio servidor WSUS ou apenas o servidor público Windows Update?

Em abril de 2014, este lançamento mensal não foi divulgado. É um pré-requisito para qualquer futura atualização de segundos a ser aplicada. link

All future security and non-security updates for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 require this update to be installed.

Dependendo da data de lançamento da sua mídia de instalação do 2012 R2, o 2919335 pode ou não estar presente. Há algum comando do DISM para adicioná-lo a mídias antigas, acho que foi incorporado à mídia lançada após abril de 2014.
