Ping atrasado de um endereço de link local com o Windows 7 / Server 2008 R2 / Server 2012 R2

Eu tenho um efeito estranho aqui, que eu não entendo.

Como você pode ver, o host (meu gateway padrão) não pode ser acessado por um tempo (1 ou 2 minutos) e depois é alterado. Eu tenho esse efeito apenas com o Windows 7 (Server 2008 R2, Server 2012 R2).

Quando faço um ping com um sistema Linux (por exemplo, SLES12) ou mesmo com o Windows XP, o gateway é acessível imediatamente! Então eu acho que minha configuração não pode estar tão errada.

O host é meu gateway padrão. É um HP5406. Eu configurei duas VLANs para IPv6. Esta é a VLAN padrão, em que estou.
