Não é possível conectar-se ao IPSEC / L2TP VPN Arch Linux / Windows 8

Eu verifiquei muitas outras mensagens VPN L2TP / IPsec e nenhuma delas parece corresponder aos problemas que estou tendo, então é isso que está acontecendo.

Estou tentando configurar uma VPN no meu servidor Arch Linux que eu possa conectar a partir de meus dispositivos locais (a maioria dos quais está executando o Windows 8.1). Para o post inteiro, vou usar os IPs externos falsos de 123.1.1.1 e ff: ff: ff: ff para o servidor Arch e 123.2.2.2 como o IP para a área de trabalho do Windows 8.1 que estou tentando conectar.

Eu tenho tudo configurado e funcionando seguindo esta configuração . As portas 1701 TCP, 4500 UDP e 500 UDP estão abertas corretamente no servidor Arch e não são um servidor ARM, mas sim um servidor de 64 bits. Quando tento me conectar a partir do dispositivo Windows 8, recebo o seguinte erro:
