Apache2 não executando trilhos

Eu tenho um apache com meu vhost como:

Portanto, eu tenho um projeto Rails nesse DocumentRoot , mas quando eu acesso meu Apache na porta 81, recebo um erro 503

Eu estou realmente perplexo e não sei o que fazer a partir daqui. Qualquer ajuda seria muito apreciada
