No meu caso, eu estava colocando meus arquivos unitários do sistema diretamente sob as pastas /etc/systemd/system/... . Mudei-os para /lib/systemd/system e isso resolveu o problema com comandos enable / disable do systemctl.
Eu quero depurar / testar um programa no eclipse que usa um servidor Redis, então decidi transformar o servidor em um serviço de usuário para ter o privilégio de executá-lo. O que me incomoda é que posso iniciar ou interromper o serviço, mas não ativar / desativá-lo.
O erro que recebo é:

Eu tive uma mensagem de erro semelhante ao usar links simbólicos.
Aparentemente, o systemd não segue links simbólicos, a solução é simplesmente copiar ou mover o arquivo.
Acredito que você precisa adicionar --user à linha de comando para unidades em user/ :
sudo systemctl --user enable arkos-redis.service
Tente:
sudo touch /etc/init.d/arkos-redis Eu tive o mesmo problema. Se isso não funcionar:
sudo strace systemctl enable arkos-redis Procure onde ocorreu a última falha.
