Uma solução rápida poderia ser usar feh:
feh --bg-scale <imagefile.jpg>
Estou executando o Debian Stretch com o MATE desktop 1.16.1. Como atualizei o pacote mate-settings-daemon , não consigo alterar meu plano de fundo, ele mostra o papel de parede usado na tela de login. Eu tentei mudar isso da maneira usual através do Centro de Controle - > Aparência - > Fundo, mas quando eu seleciono um novo papel de parede nada acontece. Eu também tentei alterar algumas configurações com dconf editor , mas novamente sem sucesso.

Outra solução que não precisa de feh é a seguinte.
Parece que o papel de parede da área de trabalho está preso ao plano de fundo de login. Assim, você pode mudar o fundo de login e a única coisa que você precisa depois disso é sair e entrar novamente (não reiniciando).
Mudar o histórico de login é feito através de update-alternatives (se alguém souber uma maneira melhor, por favor Conte-me). Como usuário root, você precisa emitir dois comandos a partir da linha de comando:
update-alternatives --install /usr/share/images/desktop-base/login-background.svg desktop-login-background /absolute/path/of/your/image 50
update-alternatives --set desktop-login-background /absolute/path/of/your/image
Em seguida, efetue logout e login novamente e o papel de parede será o que você selecionou. Isso foi o que funcionou para mim, pelo menos, quando eu não estava ciente dessa questão; Eu queria ser. Espero que o bug seja corrigido, então é para o impaciente, eu acho.
Bug corrigido : Após a última atualização, o problema é corrigido, então agora você pode alterar o plano de fundo do menu relevante e ele deve funcionar como esperado (trabalhado para mim pelo menos).
