Quando executo o comando apt-get upgrade , recebo este erro:

Parece que você não deveria estar usando este arquivo.

Você deve removê-lo de seus repositórios, executar apt update , desinstalar vlc e todos os pacotes relacionados e, em seguida, reinstalá-los (o que instalará a versão disponível a partir de quaisquer outros repositórios configurados).
