A 27ª linha só é removida de um caractere #, o formato primitivo é como abaixo.

#includedir /etc/sudoers.d 

Eu apenas removi o caractere #.

root@debian:/home/debian8# ls  /etc/sudoers.d
myRules  README
root@debian:/home/debian8# cat  /etc/sudoers.d/myRules
debian8  ALL=(ALL:ALL) NOPASSWD:ALL

#includedir /etc/sudoers.d não é um comentário, #includedir é uma diretiva. O sinal de hash é parte disso. Apenas leia.
