Eu tive o mesmo problema. A solução foi desligar a inicialização segura no BIOS. Para minha placa-mãe ASUS, o procedimento foi: BIOS - > Modo Avançado - > Boot > - Boot Seguro - > Gerenciamento de chaves - > "Limpar chaves de inicialização segura".
estou cansado de instalar os drivers NVIDIA cuda no Ubuntu 16.04 (sem suporte), mas recebo o seguinte erro:

Mas os cabeçalhos estão instalados
