Ping não privilegiado não funciona

Estou tentando fazer com que meu servidor do CentOS v7 execute o IPv6. Raiz funciona, ele pode pingar usando "ping6 ipv6.google.com", e ifconfig parece ótimo; Eu vejo as linhas:

Mas como um usuário não privilegiado, não consigo pingar o ipv6 e não vejo os endereços inet6 no ifconfig.

O que está acontecendo? Por que meus usuários não podem ver as mesmas interfaces, configuradas da mesma maneira que o root?

O comando a seguir deve fornecer aos usuários a capacidade de usar ping6 . Como root run

setcap cap_net_raw+ep /usr/bin/ping
