Eu reinstalei o apturl para resolvê-lo.
sudo apt-get remove apturl apturl-common
sudo apt-get install apturl apturl-common

Eu estava tentando usar o playdeb / getdeb e não estava funcionando. Então fui ao terminal para ver o que estava acontecendo. O problema é que não tenho ideia do que isso realmente significa ou como consertá-lo. Qualquer ajuda para resolver isso seria apreciada.

Isso resolveu o problema para mim:
sudo apt-get install update-manager python3-update-manager
O módulo python estava faltando. Parece ser um bug de dependência no Ubuntu 18.04
