Question

Você tem dois PPAs, provavelmente em seu /etc/apt/sources.list . Eles são

deb http://ppa.launchpad.net/otto-kesselgulasch/gimp/ubuntu/ trusty/main i386  
deb http://ppa.launchpad.net/noobslab/ppa-gimp/ubuntu/ trusty/main i386 

Estes dois se parecem com os PPAs do GIMP, mas como eles são iguais ou menores que a versão do PPA oficial, não há sentido para eles. Então, tire-os.

O problema imediato que você está enfrentando é como um efeito colateral de um desses PPAs, o do noobslab. Isto tem uma versão de libgegl-0.2-0 que é mais recente (0.2.1-3 ~ trusty ~ Noobslab.com) do que a do próprio Ubuntu (0.2.0-4ubuntu1). Por razões que não estão claras para mim, isso está impedindo que libgegl-0.2-0 seja instalado.

Se você quiser diagnosticar isso ainda mais (você provavelmente não faz isso), você pode executar

apt-get install libgegl-0.2-0

sem alterar nada e ver qual saída você recebe.

Eu não sei se o seu problema ainda existe, mas caso tenha encontrado uma solução que funcionou para mim (Xenial 16.04):

O usuário propõe usar o aptitude em vez do apt-get para instalar o gimp.

sudo apt-get install aptitude
sudo aptitude update
sudo aptitude install gimp

Quando eu o instalei dessa forma, pediram-me algumas propostas de tratamento de erros no terminal (o que não posso mais mostrar aqui, infelizmente ...). O primeiro que eu negligenciei (inserindo "n" quando solicitado), mas o segundo que aceitei (inserindo "y" quando solicitado) - e isso funcionou.

Alguns pacotes foram rebaixados, as dependências foram resolvidas e o Gimp foi instalado com sucesso.
