Como executar o ps-watcher como não raiz

ps-watcher $HOME/ps-watcher.cfg

Eu o executo como usuário normal, recebi este erro:

Unable to open file handle FH for file '/var/run/ps-watcher.pid': Permission denied

O conteúdo do ps-watcher.cfg é:

[tint2]
occurs = none
action = /usr/bin/tint2

Ironicamente, a página man diz que o ps-watcher não precisa ser executado como root.

There's nothing in the ps command or ps-watcher, that requires one to run this daemon as root.

Como evitar o erro? Posso mudar o caminho do /var/run/ps-watcher.pid?
