O arquivo /tmp/testcronlog.log nunca é criado. O comando funciona perfeito quando executado no terminal. Eu não tenho idéia do que o problema poderia ser
Não consigo encontrar documentação para confirmar ou negar isso, mas lembre-se de que as entradas do cron não são scripts de shell. Eu assumo que o lógico ou não é permitido. Adicione a lógica para evitar várias instâncias (que, acredito, é o motivo pelo qual você usa o pgrep) no script ou crie um script de wrapper a ser agendado no cron.
