Alocar recursos para VPSs

Question

Eu preciso da definição de um termo leigo para esses parâmetros e do que eles fazem em termos de alocação de recursos para servidores, já que estou tendo problemas com os VPS que eu configurei, já que o Java parece ser incapaz de configurar uma máquina virtual neles para minecraft, a menos que eles tenham mais de 2Gb de cada parâmetro, e estou assumindo que devo estar fazendo algo errado. Aqui está o script atual que utilizo para criar inicialmente o servidor e atribuir recursos:
