Problemas ao instalar o PCRE no Ubuntu

sudo ./configure && make && make install

Esse é o seu problema. Você está executando ./configure como root e, em seguida, make e make install como seu próprio usuário. ./configure produz arquivos que são de propriedade do root que a compilação subseqüente não tem permissão para acessar.

A criação nunca precisa ser feita como raiz, somente instalação.

./configure && make && sudo make install

Mas por que você está construindo isso a partir da fonte? O Ubuntu tem essa biblioteca (muito comum) como um pacote . Apenas faça apt-get install libpcre3 libpcre3-dev a menos que haja algum recurso introduzido na versão 8.36 ou superior que você realmente precise.
